With the Idaho Legislative Session getting started our Legislative Council had their first meeting of the year.  As always, we heard from our Two sub-committee chairs to start the meeting.

The Tax & Commerce committee went first with Arlen Wittrock the Chair discussing several resolutions on priority Issues that we wanted to send to our Local Legislators.

Priority Issue – Action items

  1. We urge the Legislature to work with the Little Administration and the Idaho Tax Commission to address and reconcile the tax withholding/ revenue shortfall issue.  (There is an estimated 350M cash flow problem with 50M of that not being received until the next fiscal year)
  2. We encourage the Legislature to enact legislation to expand the nexus for Idaho sales tax collection for internet sales in light of the Wayfair Supreme Court decision.
  3. We support the enactment of “cleanup” legislation to have Idaho tax code conform with the new federal tax code regarding foreign income.
  4. 4.  We continue to encourage the legislature to protect the local use of urban renewal / tax increment financing.

All 4 of these resolutions were adopted and will be sent to our Local Legislators.

The Health and Education Committee Chair Blake Roemer then mentioned the Health and Education sub-committee would be meeting on Wednesday January 23rd at the Clarion Inn to discuss issues such as Medicaid Expansion and the Education priorities that the Governor set in his State of the State address.

Blake then brought House Bill – 20 to the committee for consideration.  This bill moves $10,000,000 appropriated to the Department of Administration for the Division of Public Works from the Permanent Building Fund for the Idaho State University Gale Life Sciences Building remodel may be used for the Idaho State University Eames Complex remodel.

This bill was part of our 2019 Policy Summary which lists all of the agenda items for the Pocatello-Chubbuck Chamber Legislative Council.  Support of HB -20 was approved by the council and will be forwarded on to our Legislators.

I then mention that next week we would meet on Thursday the 24th at 7:00 am at the Clarion Inn and that we would have our first call with Legislators to discuss issues.
